What is that fibrous sponge that is part of the wiring panel for a sconce light fixture? - sconce lighting

I mean, the buffer between the glass dome of the current reporting and the windows are where the production of bulbs and wiring. When I play, I itch all over, I guess fibrous hairs from easy, even if they can be easily shaken.
